Abstract

Considering the differences among SADC countries, Angola currently finds itself on a path of conflict that has left its population and regions lagging behind in several indicators. In fact, Angola lacks an innovative institutional culture and faces two significant challenges: first, the reluctance to promote reforms in public institutions; second, the challenge of completing a lengthy transition to an inclusive government to benefit a wider range of actors. Therefore, as indicated, this success is the result of significant investments in various areas, such as strong connections between social actors - policy makers, population, religion, public institutions, productive sector companies, education, and the technological sector. The genesis of this article lies in the significance of examining the challenges associated with implementing the National System of Science, Technology and Innovation (SNI) in Angola. Technical abbreviations will be explained when first used and emotional or ornamental language will be avoided throughout the text. Proper citation and accurate spelling will be maintained. The aim is to strengthen national institutions in order to satisfy numerous demands of every region in Angola and promote a symmetrical development of society. This approach goes beyond the triple helix model, encompassing a wider perspective. In this explicative research, a qualitative analysis will be conducted on the industrialization policies of other regions in the country.
