Canjes de deuda y sostenibilidad fiscal en Mozambique: evidencia e implicaciones en la era de la IA

Este estudio examina el papel de los canjes de deuda por naturaleza y por desarrollo en la sostenibilidad fiscal de Mozambique, en un contexto de creciente presión sobre la deuda pública en las economías en desarrollo. Utilizando datos anuales de 2006 a 2026, se aplica un modelo autorregresivo con retrasos distribuidos para evaluar los determinantes macroeconómicos de la dinámica de la deuda. Los resultados demuestran que la sostenibilidad de la deuda se explica principalmente por factores internos. El crecimiento económico reduce la ratio deuda/PIB, mientras que los déficits presupuestarios persistentes aumentan dicha ratio de forma estadísticamente significativa. Por otro lado, el alivio puntual de la deuda no tiene un impacto relevante cuando se analiza de forma aislada. Los canjes de deuda pueden crear margen fiscal y respaldar inversiones estratégicas, pero su impacto depende de la escala, del diseño institucional y de la integración en políticas macroeconómicas coherentes. Por lo tanto, estos mecanismos deben considerarse complementarios y no sustitutivos de las reformas fiscales y de las estrategias de crecimiento sostenido. La eficacia de los canjes de deuda depende fundamentalmente de la calidad institucional y de la articulación con políticas macroeconómicas sólidas. Además, cabe destacar el potencial de la inteligencia artificial para mejorar la transparencia, el seguimiento y la eficiencia de estos mecanismos, reforzando así su contribución a la resiliencia económica.
