The impact of organizational restructuring on organizational performance: a case study of the Pedagogical University of Maputo (2019-2025)

Abstract

This study examines the impact of organizational restructuring on the performance of the Pedagogical University of Mozambique – Maputo Headquarters, within the context of administrative and financial decentralization implemented since 2019. The study adopted a quantitative, descriptive-explanatory approach, using questionnaires administered to 88 employees (academic and administrative staff) based on a Likert scale. Data were analyzed using descriptive statistics and non-parametric tests, namely the Wilcoxon Signed-Rank Test and the Mann–Whitney U Test. The findings show statistically significant improvements in staff capacity building and achievement of institutional goals (p < 0.001), indicating enhanced access to training opportunities and clearer monitoring of organizational targets. However, the study found no statistically significant differences in infrastructure investment (p > 0.05), suggesting that administrative decentralization has not yet translated into observable structural improvements. While academic staff maintained higher absolute performance levels, administrative personnel recorded proportionally greater gains following the restructuring process. The study concludes that organizational restructuring positively influenced institutional performance, particularly in human capital development and results-oriented management. Nevertheless, persistent challenges in infrastructure investment highlight the need for complementary financing strategies and medium- to long-term institutional planning.
