Abstract

This article presents a comprehensive critical analysis of the crisis management surrounding the strike of Mozambican former workers who were deployed to the former German Democratic Republic (GDR), commonly known as the “Madgermanes”. Based on a qualitative, bibliographic, and documentary approach, and employing Bardin’s (2011) content analysis method, the study examines the institutional and governmental responses to the workers’ longstanding demands for unpaid wages and other labour-related rights. The findings reveal structural weaknesses characterized by administrative omissions, lack of structured dialogue, communication inconsistencies, and the absence of effective resolution mechanisms. Drawing on the theoretical contributions of Coombs (2007), Mitroff and Anagnos (2001), and Hermann (1972), the study argues that this crisis transcends the labour sphere, constituting a case of historical injustice and human rights violations. It concludes that effective crisis management requires integrated measures, including greater institutional transparency, historical reconciliation, and the establishment of a Truth and Reparation Commission capable of rebuilding public trust and promoting sustainable solutions within Mozambique’s public policy framework.
