Abstract

Counter-subversion, in addition to being a typology or form of war, is an effort led by a legal authority of any kind to preserve or regain acceptance by the population, the group, the union or even by the family members of the regime, current direction and / or political system, so that this group becomes inviolable to subversion actions. Using bibliographic and empirical analysis, the article argues that the war against subversion in Cabo Delgado, Northern Mozambique must be based on three interdependent strategies. Firstly, in the need for the State to control and obtain the support of the civilian population in order, secondly, to control the subversive movement, thereby eliminating it and, finally, thirdly, returning tranquility and security both from the perspective of protecting people and their assets from external or internal threats and from the perspective of meeting fundamental human needs in the domain of material and biological well-being (food and protection), immaterial (autonomy), political, economic and cultural participation, essential conditions for stability, peace and development.
