Corporate governance in state-owned enterprises: analysis of institutional reforms and challenges in Mozambique

Abstract

This article aims to analyze the institutional reforms carried out in Mozambique, aiming to improve the corporate governance of state companies, identifying the main prevailing challenges. To this end, we analyzed bibliographic material (scientific articles) and documents (legislation) available, from 1975 to the present. According to the findings, despite innovative reforms following the 1991 business restructuring, state companies in Mozambique still face challenges that denote weaknesses in corporate governance mechanisms. It is necessary to harmonize instruments that govern the functioning of State companies; the introduction of mechanisms that guarantee the observance of professional merit in the appointment of members of the board of directors; the implementation of institutional reforms in packages (not in parts) and, pragmatism and speed in implementing reforms.
